High-Risk: Human Capital in the Federal Government

The Subcommittee will examine the decision of the U.S. General Accounting Office to place human capital on GAO’s “High-Risk” list of federal agencies and programs that are vulnerable to waste, fraud, abuse and mismanagement. The Subcommittee will also discuss possible administrative and legislative solutions to the human capital crisis. The witness scheduled to testify at this hearing is the Honorable David M. Walker, Comptroller General of the United States, U.S. General Accounting Office.
