The purpose of the hearing is to evaluate the federal government’s implementation of pay for performance systems for its senior executives, as authorized in the fiscal year 2004 National Defense Authorization Act. The hearing will focus on the regulatory structure for the systems, the agency certification process, and the effectiveness of the role of the Office of Personnel Management in evaluating and monitoring these systems.
