This hearing will examine the structures of the State Department responsible for coordinating U.S. foreign assistance, processes in place for implementing foreign assistance policy, the responsiveness of the organizational structures to the executive branch’s foreign assistance policies, human capital issues, and any recommendations for improving the foreign assistance bureaucracy.
