The hearing explored the phenomenon of end of year spending, often referred to as “use it or lose it.” This practice of trying to obligate all remaining funds in an agency budget before those funds expire at the end of the year is known in virtually every government. Our hearing explored this issue at the federal level, to what magnitude it exists, and examined possible solutions.
